SSV Truman CD-3 (Carry and Deploy-3) was a Lincoln-class escort carrier in the Alliance Navy. The third ship of her class to be built, the Truman was assigned to the Fifth Fleet under Admiral Steven Hackett not long after it was commissioned in early 2166 CE. The Truman was one of the initial sixty Lincoln-class ships that were ordered and built for the Alliance Navy, part of the second generation of Alliance warships that were designed and brainstormed following the First Contact War, with the Lincoln-class in particular following a greater increase in focus on producing carriers. The Truman followed shortly after the Lincoln and Nimitz into service, with the Truman being assigned as the flagship of the 63rd Scout Flotilla under the command of Rear Admiral Boris Mikhailovich in 2167 CE. Mikhailovich chose the ship as his flagship due to its untapped potential in a scouting role, and believed that in spite of the ship's overall role as a support vessel, it could also be used to deploy ground forces much more quickly to battlefield much more quickly, along with the air support they needed. The Truman proved itself worthy of this praise during the Skyllian Blitz, where the Alliance Fifth Fleet's "shock-and-awe" bombardment of Uighur did not achieve the batarian capitulation that Alliance Command had wanted in order to conclude that phase of Operation Samson's Pillars: due to a shortage of transport ships and dropships that the Fifth Fleet required to begin landings on Uighur, Mikhailovich had the invasion force transferred to the Truman and then deployed the carrier low in the planet's atmosphere where his ship's guns and its aircraft would be most effective in supporting the attack, allowing the supporting aircraft sorties to rapidly return to their carrier, refuel and return to the battle. This strategy proved immensely successful, so much so that the Fifth Fleet was actually ahead of schedule for completing its section of the operation by the time the battle had concluded. Its actions on Uighur had earned the Truman its position as Mikhailovich's flagship, and it would continue to serve with honor in this role, later imitating this success in the Theshaca Raids where it became the ship of choice for Hackett when needing to neutralize pirate bases quickly and without wasting resources deploying more ships from the fleet. As such, the 63rd Scout Flotilla saw more action during the Theshaca Raids than any other participating element of the Fifth Fleet, and the Truman once again proved its effectiveness in the rather unconventional role Mikhailovich had used it in.
In 2182 CE, the first ship of a new class of premier state-of-the-art stealth ships, known as the Normandy-class stealth frigate, would be assigned to the 63rd Scout Flotilla, with the ship set to supplant the Truman as flagship of the flotilla. Mikhailovich disagreed with this however, viewing the Normandy-class program as a "colossal resource sinkhole", and that the benefits of such an absurdly exorbitant vessel, one which he termed to be a "shiny prototype wet dream", had yet to be proven, unlike the Truman, which had already done more than just prove itself in combat. In 2183 CE, as the Eden Prime War escalated, Mikhailovich criticized Commander Shepard for how he treated the Normandy, saying that it was more of a petting zoo than a proper frontline warship, and that the Alliance treated the vessel like a prized toy: following the Battle of Feros, Mikhailovich ambushed Shepard with a surprise inspection of the vessel, in which he had intended to land a scatching report of the ship's condition to the Joint Military Council in the hopes of having the ship removed from his unit. Instead, Mikhailovich was both shocked and impressed by Shepard's composure and discipline, and despite his misgivings of non-Alliance personnel on the crew and the overall feeling of the ship being that of a "commissioned prototype", Mikhailovich ultimately delivered a far less negative report of the ship than he had initially planned: he remained adamant that the Truman remain as his flagship, however. Shortly after, the Truman was recalled with the rest of the Fifth Fleet as part of an Alliance counteroffensive against the geth in the Armstrong cluster, which culminated in the Battle of Armstrong, where its carrier group was responsible for numerous sorties that checked geth interceptor capabilities over the course of the battle, rapidly establishing fighter dominance over the geth. The Truman returned with the rest of the Fifth Fleet to Mars following the battle, where the Truman would remain in dock as Mikhailovich paid a short visit to his family on Earth. Mikhailovich rapidly returned to the ship upon Hackett's emergency mobilization orders, and the Truman would take part in the Battle of the Citadel, where it helped to rout the geth fleet and destroy Sovereign. After the battle, the Truman would temporarily help to guard the Citadel whilst the Citadel Defense Fleet recovered from the losses it sustained during the battle, in addition to Mikhailovich being promoted to Admiral. Afterwards, the Truman would be deployed as part of the Counter-piracy campaign of 2184 CE, its most notable action for the next two years.
The Truman would be redeployed with the rest of the Fifth Fleet to help support the Second and Fourth fleets in defending Earth during the initial stages of the Reaper invasion on 2 June 2186 CE. When Hackett gave his orders for a full retreat, Mikhailovich proved reluctant to abandon Drescher's fleet, who the Truman and several other carriers had been supporting since Drescher lost a substantial number of her own when her vanguard crumbled. Despite this, Mikhailovich finally relented when it became clear the Fifth Fleet's retreat would be cut off, although for the rest of the war Mikhailovich vowed to "avenge the loss of such a fine admiral", as the admiral had greatly respected Drescher prior to her death. The Truman would participate in Operation Hornet's Nest, with Mikhailovich "let loose" to use the tactics he used in the Blitz and Theshaca Raids, with the Truman deploying quick reaction forces to hit Reaper conversion camps or to exploit weak points in Reaper fighter cover. Towards the end of the war, the Truman would help in evacuating vital asari military assets following the disastrous Fall of Thessia in what is known famously as the Evacuation of Thessia, with the Truman extracting 17,000 asari troops on its own. Despite this, the losses Mikhailovich's 63rd Scout Flotilla would sustain during the evacuation would be catastrophic, and towards the end of the battle, Mikhailovich reportedly told Hackett "Admiral, if I keep this up, nothing will be left of the 63rd but the deck beneath my feet." Mikhailovich would never forgive the asari for the evacuation, and the Truman very narrowly escaped destruction at the hands of a Reaper ambush towards the end of the evacuation, but was saved from destruction by its own bombers, who sacrificed themselves screening the Truman's escape. Following the evacuation, and the near total destruction of the 63rd, the Truman was reassigned to the Cerberus theater of the conflict as part of Operation Defiant, where it would deploy raiding parties to seize numerous drydocked Cerberus ships and resources at the Battle of Minuteman Station, single-handedly thwarting Cerberus attempts to scuttle two brand new Normandy II-class heavy stealth frigates, with which the Alliance quickly crewed and sent into battle at the Battle of Anadius. The Truman would take part in the Battle of Anadius, and then the final battle at Earth, managing to survive both. The Truman remained as Mikhailovich's flagship, even after he was promoted to Fleet Admiral and given command of the Coalition Second Fleet, but he was finally forced to transfer his command when the Truman was decommissioned in 2194 CE. The legacy of the ship would live on though, with the new Ariel Sharon-class replacement that was given to Mikhailovich as his new command being renamed to the Truman at his insistence, ditching the original name of Eisenhower, which was given to another ship instead.
The ship was named after Harry S. Truman, the 33rd president of the United States of America from 1945 CE to 1953 CE who famously led the United States in the last few months of the Second World War following his predecessor's death and during the First Korean War. He was also known for the Truman Doctrine, for implementing the Marshall Plan in Western Europe after WWII, and for helping to establish NATO.
