The Citadel Defense Forces (CID) was an independent military and law enforcement organization of the Citadel Council and New Council that was responsible for the defense of the Citadel. Not long after the formation of the Council between the asari and salarians (exactly 80 years after the discovery of the Citadel by the asari), the asari and salarians agreed to cement their new friendship by contributing to a joint-military force that would incorporate troops and resources from both species' governments: this force became the Citadel Defense Militia, the first branch of what would become the Citadel Defense Forces. The militia was a volunteer force, consisting of members from both the asari and salarian militaries, with a strict mandate to defend the Citadel in the case of it ever coming under attack: this required an intimate knowledge of the station and its layout, which only encouraged further exploration of the colossal space station as asari and salarian urbanization of it greatly expanded. At this time, C-Sec was still a volunteer law enforcement agency with an asari majority, but as the asari-salarian alliance strenghtened, the amount of salarians in C-Sec drastically increased, leading to the organization's inevitable growth and the need to reform the organization to more appropriately fit its new role. As the decades went by, it became more and more clear to the Council that the urgency to defend the Citadel was diminishing, as the station already was virtually impenetrable when closed: in 401 BCE, the Citadel Defense Fleet was formed as the second branch, with ships from the asari and salarian navies contributing to it, but with the establishment of a fleet to block access to the station to enemy forces, as C-Sec's greatly expanding its security and tactical flexibility, the Defense Militia was quickly becoming unnecessary, and was seen as a waste of funding. Finally, in 382 BCE, C-Sec was reformed into a professional government law enforcement agency, and was added as the third and last branch to the Citadel Defense Forces: this led to the Citadel Defense Militia being deactivated in 381 BCE, with the Council reserving the right to reactivate the branch when it was required, with C-Sec fulfilling its role in its place.

By 2185 CE, the CID was at its largest extent. Both the turians and humanity contributed to the forces with their own troops and ships as per their Council responsibilities, with both C-Sec and the CDF boasting a turian/human majority, in addition to asari and salarians. During the Reaper War, the Citadel Defense Militia was reactivated at the request of the Citadel citizenry following the Citadel Siege, where C-Sec took substantial losses compared to the Cerberus invaders and the CDF was lured away, which represented the second time they had proved inadequate at fully protecting the station, the first being the Battle of the Citadel back in 2183 CE. With military training, the reactivated Citadel Defense Militia helped to bolster the weakened C-Sec, renewing public confidence in the station's security. When the station fell to the Reapers towards the end of the war, the Citadel Defense Militia was able to evacuate many civilians to safety, sparing a portion of the Citadel's population from harvesting and death: despite this, the rest of the Citadel Defense Forces were utterly annihilated, with 90% of C-Sec killed and only a small portion of the CDF escaping the battle to link up with the UGC later. Following the war, it would take years for the CID to even begin to recover, with contribution to the CDF and C-Sec being extremely low until 2201 CE as each Council species focused on restoring their own militaries as a matter of priority. By the time of the Post-Apocalyptic War, the Citadel Defense Forces were still a mere shadow of what they once were, but managed to win a major tactical victory against a Galactic Dominion assault in late 2208 CE. The Citadel Defense Forces however were finally defeated in 2210 CE during the Second Battle of the Citadel, with the Dominion successfully capturing the station: despite this, the Citadel Defense Forces would not be officially dissolved by the Dominion until 8 November 2215 CE at the end of the war, where it was replaced by the Dominion Capitol Guard.
