The United Citadel Council of Species, also known as the Council of RacesCitadel Council or simply the Council, and historically as the Old Council or Old Citadel Council, was an intergovernmental organization that represented the combined power of multiple species that covers the lower reaches of the galaxy. The Citadel Council was the galaxy's first (and at the time, only) united front of species. Both economically, militarily and socially significant, the Citadel Council was a major intergalactic superpower prior to the Reaper War

As a result of the Fall of the Citadel towards the end of the Reaper War, the Citadel Council was wiped out, and its role briefly assumed by the UGC. Following the end of the war, it was succeeded by the New Council, which was the same in purpose but with every member of the UGC allowed a seat. However, many of the Old Council's values, including its insignia and peacekeeping ideology, continued to live on in the New Council.
