Donovan Hock was a notorious and powerful crime lord, weapons dealer, smuggler and art collector that resided on Bekenstein. Born on Earth, Hock quickly spread his influence throughout the Northwestern coast of Canada, forming a large-scale criminal empire. However, a gang war in Vancouver-Seattle finally led to a crackdown throughout the country. Deciding he would have to move his empire or risk losing it, Hock took most of his assets and fled the planet, reestablishing himself in Milgrom on Bekenstein. Here, his empire grew again, bigger and stronger, with Hock quickly becoming one of the most powerful and influential crime lords in the galaxy. Commanding the respect of the leaders of both the Blue Suns and Eclipse, possessing a large quantity of lost history such as the lost head of the Statue of Liberty. His mansion lies on an island far away from the main city, allowing him basic obscurity in the eyes of the outside world.

Hock was finally brought down in 2185 CE when Kasumi Goto, with the aid of Marcus Shepard, infiltrated his mansion, wiped out his security, and burnt his mansion to the ground. In the ensuing chaos, Hock was killed.
