The Supreme Regency's Advisory Council was the advisory government of Khar'Shan and its colonies that constituted the Batarian Hegemony. The Council served as the spiritual successor to the People's Parliament of Khar'Shan as the governing body of the batarian state and its primary leadership, although this was only in spirituality as the Advisory Council was little more than an advisory body to the Supreme Regent, presiding over minimalist powers that ultimately answered to the Supreme Regent and could only act and execute policy to their liking, serving more as a puppet government. The Advisory Council consisted of ministers of state and military commanders who were appointed by the Supreme Regent to oversee and micromanage affairs such as defense, education, infrastructure, etc. that would otherwise be too much for the Supreme Regent to dictate alone: however, the defense minister could not handle matters such as declaring war, and the minister of education could not dictate curriculum, and so on: these matters were left for the Supreme Regent's final approval, ultimately making the role of the Advisory Council symbolic at best. Whenever the Advisory Council assembled to discuss major issues, they would convene in the Sancotor with the Supreme Regent present, and they were not allowed to meet under any other circumstances, limiting their ability to effectuate many of their policies upon the Hegemony and thus limiting its progress as a nation. The discretionary powers and jurisdictions of the Advisory Council also changed from Regent to Regent, with some having more freedom than others, whilst some were almost rendered totally ineffectual or were dissolved for extended periods of time altogether.

Much of the Advisory Council, along with the Supreme Regent himself, was killed on 2 June 2186 CE in the opening stages of the Reaper War during the Fall of Khar'Shan and immediately after the Battle of Harsa. What little remained of the Advisory Council that was able to escape the fall of Khar'Shan was able to escape with refugees and, with the chain of command shattered and the line of succession in chaos, was able, for the first and only time in its history, to appoint a new Supreme Regent, choosing Balak Uhtero. Balak's first act was to dissolve the council, transferring ultimate authority to himself, an act he would not reverse by the time he died during the Battle of Sol, although one of his first acts as Supreme Regent was to name his successor, his adopted son Eghanis Bor'segar, a soldier who had fought beside him during the Skyllian Blitz who had also helped save Balak during the Reaper invasion of Hegemony space and who Balak considered his most trusted confidant. Immediately after the Reaper War ended and Balak's death was confirmed, Bor'segar became the new Supreme Regent, and re-established the Advisory Council, wanting to reassert Hegemony control over its territory as quickly as possible. This proved an impossible task, and to make matters worse, the rogue commander and batarian councilor Ocrolya Khabcass launched a false flag attack on Fargone, dragging the Hegemony into another war with humanity, ending in their defeat and the Hegemony's collapse. The Advisory Council would ultimately be reorganized into the short-lived Batarian Democratic Assembly that would preside over the equally brief New Batarian Republic that replaced the defunct Hegemony state.
