Supreme Regent Balak Uhtero, formerly known by his alias of Elanos Haliat, was the Regent Supreme Commander of the Hegemony Armed Forces, a former naval officer in the Hegemony Navy and the former Supreme Regent of the Hegemony of Khar'Shan during the Reaper War. Born on Khar'Shan, Balak became a true patriot and believer in the Hegemony, and loved his species greatly. Because of this, he joined the batarian navy at a young age, quickly advancing to the rank of captain as he gained favor with the Regency itself. He grew a deep, profound hatred for humans, and once at the rank of admiral, proposed numerous plans to check and halt Alliance colonization in the Verge. Adopting the alias of Elanos Haliat, Balak worked in concert with the Slaver Corps to raid and sack Mindoir. After the success of this, the Regency granted him the funds to build an even larger fleet and attack Elysium. This attack resulted in failure however, and Balak was nearly discharged when the Regency chose to simply remove him from the Slaver Corps, still seeing the usefulness of such a loyal commander. He was present at the First Battle of Torfan, and later, also masterminded the attempted X57 terrorist attack, but that failed as well.
Balak became the last remaining military commander capable of leading the batarian military after the collapse of the Hegemony during the Reaper War, and was later chosen as the new Supreme Regent. Following the batarian retreat to the Citadel, Balak facilitated an operation to hack Council military comm traffic so as to learn the location of Reaper forces for batarian hunter-killer task groups. Forced into a truce and alliance with humanity, Balak cancelled this operation, largely because of its ineffectiveness. Balak was killed during the Battle of Sol.
