The "Terminus Systems" only exist as a united state in times of war, the only two cases of which being the Council-Terminus War, and the brief Terminus-Attican War.

The Terminus Systems was a large, historical region of the Milky Way Galaxy that consisted of a series of lawless systems and planetary-states over a massive region of space. It was affiliated with no government, and was not owned by any one group, corporation or other organization. The creation of the Terminus Systems came from the direct aftermath of the Krogan Rebellions, following the sharp economic and social downturn that succeeded it. Many states and independent systems, either former members of the Tuchankan Empire and the United Citadel Council of Species respectively, began to secede from the Council en masse as they saw an opportunity for independence. Most of this was limited to pirate and criminal organizations, but it was enough to kickstart the Terminus Revolutions, with the Council using military action to crack down on numerous insurrections. However, the Revolutions spiraled out of control when Illium pledged support to the Terminus Systems Pact, which was only made worse when Drecuns Tanculus, self-appointed leader of the Pact, successfully attacked and captured the former krogan starfortress of Omega. At the end of the Terminus Revolutions, the Terminus Systems were recognized as its own collection of self-autonomous states by the Council, with the Galactic Partitioning Treaty reassigning borders and ceding control of former Outer Council Space to the Terminus victors.

The Terminus Systems Pact, however, began a gradual decline in the centuries since. The Pact itself faded into obscurity only a hundred years later, and with Tanculus' death, it was all but forgotten. The Terminus Systems became less of a confederation and more of a loosely-coined phrase used to refer to a region, not a state. New states rose and old ones collapsed, but the status quo was the same: lawlessness ran rampant, and everybody was allowed to do what they wanted. The Ruler of Omega, while keeping the title of Ruler of the Terminus, held the power in insinuation only. This heavily weakened state meant that it was easily overwhelmed by the Reapers during their invasion of the galaxy. Following the war, many began to look upon and regard the Terminus as obsolete, and new states formed in the wake of the region's collapse, primarily the Titan Covenant and Omega Republic, both of whom sought to stabilize and unite the region. As a result, the Terminus Systems, as an independent region, ceased to exist in 2198 CE.
