The Shadow Broker was a title given to the head of the galaxy's largest information network. Considered the king of the information business, the identity of the Broker was a secret to the entire galaxy, including his/her own agents. The species of the Broker, as well as their gender, or whether it was even an individual or a group of people working under one identity, was also a mystery. Before 2185 CE, the identity of the Broker was completely unknown. While initially discovered to be a yahg, this was only a front; the real Broker was a quarian named Meru'Zorah. She was the 89th Broker; meaning there were 88 before her. The 90th and last Shadow Broker was Liara T'Soni. Regardless of who held the position, the Broker was considered one of the most powerful figures in the galaxy, even more powerful than governments themselves. With a private army at their beck and call, and a massive array of agents ranging from politicians to military commanders and corporate kingpins, the Broker commanded the most information, and would have sold you out for the right price.

The term "Shadow Broker" was a code name given to the original Shadow Broker, Ceor Aveyma, a name which stuck long after the asari government had ceased hunting her, and one that continued to be used by Ceor's many successors, becoming their official title. The position of the Shadow Broker was last held by Liara T'Soni, who dissolved the position and her entire organization in 2254 CE.
