Ambassador Rini'Ralin pav Ket'osh was a quarian stateswoman and diplomat that served as the 7th Elder Minister of Ket'osh and was the Dominion ambassador to the Sanctum. Born on Ket'osh, Rini'Ralin was one of many quarians born post-Reaper War and the Rannochian Reclamation, and among the first generation of quarians to be born free of prejudice against the geth. From an early age Rini was highly social and had many friends, and her argumentative spirit, largely stemming from her refusal to simply accept concepts she was taught, made her one of the best students in her class, although this argumentative nature carried on into the household, with arguments with her parents being extremely frequent. Rini would ultimately choose to pursue a career in state politics, and after graduating from school she would proceed to major in multiple political courses in university, and upon graduating she would run for local office in her home city, ultimately winning a seat and being accepted into her city's council. Overtime Rini's political ambitions grew, later rising to become a state senate representative for the planet of Ket'osh and in 2242 CE she was voted in as the 7th Elder Minister of Ket'osh, serving for a position of four years. After her term of office as Elder Minister for her planet was over, Rini attempted to take her career to the next step by becoming a diplomat for the Dominion, and after serving for another two years as a diplomat she was selected as a political appointee to become the new Dominion ambassador to the Sanctum. In 2249 CE, Rini arrived at the Dominion embassy on Alpha, relieving the previous Dominion ambassador and immediately taking over their duties. As part of her duties, Rini would be in constant contact with the president of the Sanctum, Sata T'Loak, and its parliament, constantly enforcing the Dominion's foreign policies in an effort to better assuage relations with the Sanctum as the Dominion's war with the Covenant continued.
Rini would be present at the Palace of Eden during an attempt to kill both her and the entire Alpha parliament, which would later be exposed as an attempt by the Covenant to instigate a war between the Dominion and the Sanctum, but at the time was blamed on Prometheus by the Sanctum's intelligence bureau, Vaos, while the Dominion levelled similar accusations at the Sanctum. Rini would ultimately be treated for minor injuries in a hospital on Alpha, protected by a security contingent from the embassy led by Baltazar, and she would later leave hospital early, calling for a press conference where she specifically declared her intentions to discover who was behind the attack, and that she doubted either her government or the Sanctum was involved, instead pointing blame at the Covenant. Despite her words, many communiques between her office and Rannoch were exchanged and declassified post-Dominion Civil War detailing Rini's fury that Prometheus would attempt to sabotage her talks with Sata T'Loak, although she ultimately stood down. Regarless, Rini's words served to de-escalate the tensions developing between the Dominion and Sanctum, and in a later conversation with Sata T'Loak finally dispelled any notion the Dominion was involved. Rini continued to serve as ambassador even as the Dominion Civil War broke out, although she would be almost killed when a group of Alpha rioters attempted to storm the embassy in January 2253 CE, throwing a rock that would impact her in the head while she was being evacuated. The subsequent intervention of the Alpha Peacekeepers would break up the riot and later secure the embassy, with Rini once again being treated for head injuries in a nearby hospital before returning to work. When the Dominion broke its treaty with the Sanctum and trespassed on their territory as their forces moved through their space to invade the Covenant in March of the same year, the same Peacekeepers that had liberated the embassy were ordered to storm it and take the embassy staff into custody. However, when they arrived, they found the embassy gates open, the staff waiting on the front lawn, the security disarmed, and Rini at the front, willingly surrendering to the Peacekeepers, but requesting a presence with Sata T'Loak. Greeted, albeit under guard, Rini detailed her wishes to defect to the DDF, a group the Sanctum was now aligned with, believing the Dominion no longer represented the interests of her people, willing to provide classified material as a sign of good will. While Rini and many of her staff were willing to defect, including most of her security detail, a small amount remained loyal to the Dominion and remained in Sanctum custody as POWs. Rini's intel would ultimately prove to be worthless, as the war ended that same month with the Dominion's defeat and collapse, although her alignment with the DDF allowed her to retain her position post-war.
After the civil war, Rini would remain as ambassador, but this time for the Republic of Rannoch, and for the Federation of Alpha, not the Sanctum, which had been dissolved in 2254 CE when its member states joined the UGR. Rini would remain good friends with Sata T'Loak in the years following the war, even after Sata stepped down as president and resigned from politics, and she would continue to represent the interests of her people in the new quarian embassy. In 2287 CE Rini finally retired and returned to her home planet of Ket'osh, where she would later die of a heart attack in 2303 CE.
