Riflar is a star system in the Uifa'ar Nebula. In the asari cycle, the Riflar system, and the rest of the Uifa'ar Nebula, lay well beyond Inner Council space borders to the south, and due to the restrictions of the Treaty of Etamis, would not be colonized until the 11th Century CE when the Batarian People's Republic settled on Torfan. Riflar became the center of the batarian military apparatus, with Torfan called the "shield that guards Khar'Shan", and dubbed a fortress world. During the height of the "great Batarian Empire", the headquarters of the batarian military was located on Torfan, with the navy's primary shipbuilding yards in orbit. Riflar was often called the beating heart of batarian military might, and Riflar's status reflected that. Even after the collapse of the Batarian People's Republic, the military of its successor state would continue to use Torfan as its headquarters, believing Torfan to be impregnable: however, budget cuts would lead to much of the system's installations falling into a dilapidated state, and thus nowhere near its prime. This would be proven during the Skyllian Blitz in 2177 CE, when the Systems Alliance invaded the system and attacked Torfan. The ensuing battles would lead to the fall of Torfan, the relocation of batarian military command to Khar'Shan, and the Riflar system being abandoned for decades afterwards.
Aside from a brief conference held on Torfan between the defeated parties of the Second Batarian Civil War in 2203 CE, Riflar wouldn't see life again until after the Dominion Civil War, where it was finally reclaimed by the Third Batarian Republic.
