Rayingri, formerly known to the quarians as Neema, is the third planet of the Gagarin system in the Armstrong cluster. While the planet is rich in minerals and has been targetted by mining corporations for mining, a salarian survey team's discovery found that an asteroid named Vahtz entered Rayingri's orbit ten thousand years ago, and had been decaying since then; within a few hundred years, the asteroid was predicted to crash into Rayingri, wiping out the planet's eco system. Because of this, any and all colonization and mining efforts were put on indefinite hold.  This didn't stop the quarians however, who readily established a colony on Rayingri, naming it Neema, in 213 CE, with the hope of stopping Vahtz from completing its orbital decay. These plans were ruined when the krogan besieged the planet during the Krogan Rebellions, and while turian and quarian troops put up a valiant defense, the krogan eventually concluded the planet lacked strategic value and instead dropped an asteroid on it out of spite, wiping out the defenders and the entire planet's ecosystem. This also had the adverse effect of accelerating Vahtz's decay, which finally smashed into Rayingri in 2371 CE. The quarians never recolonized Rayingri, and neither has any of the Council races.
