Salutem Consiliario Septimus Oraka was the former Prefect of the Hierarchy Twelfth Fleet and, later during the Reaper War, the Salutem Consiliario (security advisor) representing the Turian Hierarchy for the Citadel Council, and whose tactics and advise were used to orchestrate the joint Hegemony-Alliance counteroffensive on Camala. Born on Palaven to the highly influential Oraka family, whose descendants fought in the great wars of turian history, including the Secupian Continental Wars, Final Wars of the Aemilionian Hierarchy, War of the Sea, War of Fire, War of the Sky and the Unification War. As such, he quickly rose through the ranks, his tactical brilliance becoming well known throughout the Hierarchy, eventually landing him promotion to Prefect, and command over the Twelfth Fleet. He commanded the fleet during the First Contact War, and was stripped of his rank and forcefully retired after his defeats at Charon and Shanxi.
