Prometheus AVATAR was a Promethean black site facility located on Ilos. The facility was built within the vast ruins of the Inusannon ecumenopolis that spanned Ilos, forty-nine kilometers east of Trakkar Capital, and as a Promethean black site, was designed to conduct black projects and military operations in secrecy, and far from the oversight of the rest of the Armed Forces of the Galactic Dominion. Built in 2246 CE, AVATAR was assigned its own blitztrooper company under the command of Major Reia'Inas pav Earth, and the facility itself fell under the jurisdiction of Sector Nine, the black ops division of Prometheus, and was under the command of Carter Dielheart. In 2250 CE, the facility was assigned to interrogate Subject 001 as per Operation Streisand in support of Operation Fire Breather, which was being largely handled by Sector Five, with some assistance from Sector Nine. In 2251 CE, the subject was moved to the Shepard Residence on Rannoch to continue the interrogation, with the AVATAR facility being reassigned to support operations.

When the Dominion Civil War broke out in late 2252 CE, AVATAR was assigned to assist Promethean military operations against the Dominion Dissident Front, primarily in regards to enemy surveillance and intelligence collection. After the Dominion's devastating military defeat at the Battle of Eos and the death of their leadership, it became clear the Dominion war effort was collapsing. Remaining Prometheus leadership initiated Operation Saturnalia, ordering that all remaining Prometheus assets were to immediately liquidate all remaining assets and facilities, destroying all ongoing weapons projects and suspending remaining operations. AVATAR was one of these installations that was razed in the torch-and-burn op, and upon its completion, the remaining Promethean personnel went into hiding, using forged passports and new identities to either start new lives, and allow them to escape arrest. However, some chose to reform their organization, leading to the creation of Bucephalus.
