Prometheus, formerly known as the Central Intelligence and Operations Bureau of the Systems Coalition (COBSA) and later rebranded as the Bureau of Intelligence and Security (BIS), was a military foreign intelligence, espionage and security organization that served as part of the Armed Forces of the Galactic Dominion. Initially the successor to the Alliance SIA, Prometheus started out as the intelligence arm of the Systems Coalition. However, it quickly branched out, and eventually became more militarized; more akin to the salarian STG than a traditional intelligence organization.

Eventually, Prometheus became the military intelligence arm of the Dominion, and continued to do so right through the Dominion Civil War. Adopting aspects of the SIA and STG, Prometheus performed a range of complex tasks that are ultimately deemed necessary for the galactic security of the Dominion; these include counter-contraband, counter-terrorism, counter-piracy, assassination, espionage, sabotage, intelligence, quick response to escalating threats and, in some cases, military deployment. Being paramilitary in nature, they can often be deployed alongside Dominion forces, as was observed during the PA War. Prometheus headquarters, which up until the end of the Dominion Civil War was classified top secret, is now used by the UDFMILAY following Prometheus' dissolution.

The organization was again reformed by surviving members as Bucephalus, with a purpose and organization far more similar to its precursor organization, Cerberus, prior to the Reaper War. While the organization initially wanted to continue the civil war, and directly opposed the UGR, it was slow to act. Bucephalus utilized remaining Prometheus assets in an attempt to split the UGR and instigate another civil war, stretching its resources to the limit by supplying the Dominion Republic of Rannoch and Shepardist Empire, Dominion rump states, and even trying to convince the Neo-Dominion Reformist Alliance to join their uprising, hoping that their war would show to loyalists in hiding that the fight continues on, leading to more joining their cause. This popular uprising among the people never happened, and the NDRA chose to focus their efforts on toppling the Republic of Virmire, who they viewed as traitors. The Dominion rump states were overwhelmed, and Bucephalus was soundly defeated in a series of pitched, decisive battles with UGR forces. With no remaining allies and the organization virtually exhausted of resources, it became a shell of its former self, although it would continue to operate and rebuild its assets for decades. Bucephalus, until its final dissolution in 2700 CE, would remain as a paramilitary rebirth of the Cerberus organization, keeping to the shadows and manipulating UGR politics. It would never again achieve the level of political power it once had however, and its dissolution was ultimately the result of the UGR leading a successful campaign to freeze and neutralize their assets, especially after it attempted to instigate a civil war among its Andromeda colonies.
