The Primarch of the Hierarchy, also known as the Turian PrimarchPrimarch of Palaven or simply the Primarch, was the sovereign head of state and male head of the government of the Turian Hierarchy. As primarch, they acted as the central leader, alongside the Metarch, of the entirety of the Turian Hierarchy, and were advised by the hierarchs. Given their almost absolute power, the primarch was the most powerful man in the entire Hierarchy. Succession to primarch was rather simple: the next primarch was whoever the current ArchGeneral or Didact was; one time it would be the ArchGeneral and the next with the Didact.

The last primarch of the Hierarchy was Garrus Vakarian, who led the Turian Hierarchy during the final year of the Post-Apocalyptic War, after the death of the previous primarch and the Fall of Palaven. After the Hierarchy's later surrender at the end of the war, Garrus Vakarian would be tried and exiled to Feros, with the position of Primarch being dissolved.
