The Parliament of Alpha, also known as the Alpha Parliament, Parliament of the Galactic Sanctum and the Sanctum Parliament, was the legislative branch of the government of the Alpha Republic and the Galactic Sanctum, as well as their territories, that represented the Sanctum's policies and interests on the galactic stage. Formed in 2221 CE from members of the Raloi Directorate and the former government of the Omega Republic, the Sanctum parliament was split into two houses: the Assembly of Alpha, representing the government of the Alpha Republic and its citizens and those of the Omega Nebula as a whole, and the Chamber of Systems, which represented the systems of the entire Galactic Sanctum, including those of the Raloi Federation. Much of the Sanctum's parliamentarian structure and style of government was shaped after the Alliance Parliament and the Senate of Thessia, using forms of direct democracy in a republican-style system enshrined within a constitution that the parliament was obligated to uphold. Also, as it consisted of many former New Council politicians who had escaped the collapse of their own governments during the Post-Apocalyptic War, many of their own styles of government were incorporated into Sanctum's parliament, and leading to the creation of the galaxy's most racially diverse and multicultural government in the galaxy that yet existed at the time. The head of government for the Sanctum and head of state for the Alpha Republic was the President of Alpha, chosen directly through an election exclusive to citizens of the Omega Nebula and Alpha, while the head of state for the Sanctum was the Prime Minister of the Sanctum, elected to power by the parliament: despite these provisions however, only one person ever held the positions of President of Alpha and Prime Minister of the Sanctum at all, Sata T'Loak, who held these titles from the moment of the Sanctum's and Alpha Republic's foundation, until their mutual dissolution in 2254 CE. The parliament itself was seated at the Palace of Eden, a government building located at the base of a massive structure at the center of Alpha called the Spire of the New Federation.
The Sanctum parliament ruled the Galactic Sanctum for the entirety of its 32 year existence. Aside from a series of bombings that rocked the Spire of the New Federation in mid 2252 CE, there were no disruptions to the Sanctum's power balance in the entirety of its history, and the parliament would rule largely without interruption or facing a major crisis until 2253 CE towards the end of the Dominion Civil War, when the Dominion violated the Treaty of Turvess and trespassed on Sanctum territory, leading to a declaration of war on the Dominion, although a month later the war was over anyway. The end of the civil war saw the birth of the Unified Galactic Republics, which sought to unite the entire Milky Way Galaxy under one banner following the collapse of the Galactic Dominion and the Titan Covenant. In 2254 CE, many members of the Sanctum parliament would accompany President Sata T'Loak to Virmire to sign the Virmire Accords, which formally dissolved the Galactic Sanctum and acknowledged their membership to the UGR. Once ratified, the Sanctum parliament convened for one final time in the Palace of Eden on 16 August 2254 CE before officially disbanding and Sata T'Loak stepped down from her position. The raloi politicians who made up the parliament would later return to Turvess to either rejoin the Raloi Directorate or retire, and the Alpha politicians who remained would found the government of the Federation of Alpha, the Alpha Directorate, using a model inspired by the raloi government.
