The Pangaea Expanse is a cluster located close to the border of Getho-Quarian border, within the former Terminus Systems. The cluster once served as the home cluster of the Bastion Confederate and the inusannon people, prior to its fall and the extinction of the inusannon at the hands of the Reapers. Following the inusannon cycle, the Pangaea Expanse would later become a core sector of the Prothean Empire, although its existence was kept highly classified by the military. This alone helped the Expanse to avoid the Reaper resurgence during the prothean cycle, and the planet of Ilos, located within the cluster, played a key role during the Eden Prime War 50,000 years later. Following the Reaper War, the Pangaea Expanse became a tourist hotspot, although permanent colonization of the Refuge system was banned by galactic heritage law, which deemed Ilos and its residing system to be a graveyard and memorial to the inusannon and protheans.

By 2230 CE, Prometheus established a black site on Ilos, and the Expanse was sealed off from public use, falling into the military sphere of control. Following the Dominion Civil War, the black site was abandoned, and the galactic law involving use of the area was reinstated by the UGR, who expanded the law to encompass the entire Expanse. In order to enforce this law, the UGR founded the OFFPRO, who have established monitoring posts around the Expanse's borders to ensure violations do not recur. In 2331 CE, the Mu and Refuge relays were deliberately taken offline to remove backdoors into the cluster, which were frequently abused by grave-robbers and antique collectors. It is now classified by the MWESCO as a Milky Way Heritage Site.

The cluster is named after Pangaea, a pre-historic supercontinent that once existed on Earth 175 million years before the 22nd Century CE, prior to breaking up into the continents known today.
