Lieutenant Moklan Fancoba was a former officer in the Hegemony Army, a mercenary commander in the Dread Battalion and an enforcer in Aria's syndicate. Born in the city of Bocgewen on Khar'Shan, Moklan wanted to join his birth city's police, specifically wanting to join its prestigious "morality police" division, but was restricted from doing so due to his low birth and standing among the population, and so he ultimately joined the military instead, serving in the Army. After completion of his training, he was assigned to the colony on Khofrass as part of the 112th Dhotor Detachment, where he served a relatively uneventful career, not even seeing action during the Skyllian Blitz, although he would kill one of the soldiers in his unit for defeatism towards the end of the conflict when they came to him to suggest desertion, an act that granted him a promotion to sergeant, making him a squad leader. He would remain in the Army for another two years, completing his mandatory service period before going on temporary leave, taking advantage of his service benefits to escape the Hegemony before going rogue in the Terminus Systems. Using his military training he secured himself a place in the Dread Battalion PMC, given the rank of captain and placed in command of a company attached to the Omega chapter: during his time in the Dread Battalion he fought for the PMC during its brief war with the rival Emerald Army, and participated in the execution of at least seven contracts. In 2181 CE, Moklan was approached by Anto Korragan, Aria T'Loak's second-in-command, to recruit him into Aria's organization, and Moklan accepted. Moklan became part of Aria's dedicated force of enforcers, acting as "fetchers" to grab and escort people of interest to meet with the pirate queen, policing the Dyuko District and, occasionally, leading a hit squad to dispatch problematic people who had crossed Aria or make an example out of those who had displeased her.
Moklan greatly enjoyed his job, including the salary that came with it. In August 2185 CE, Moklan was sent by Aria to meet with Commander Shepard at the docks in order to escort him to Afterlife, scaring off the homeless beggar Fargut, who Moklan was familiar with, even recovering his body after he was killed in a shooting with a Blue Suns mercenary in September and was responsible for disposing of his body via an airlock. During the opening stages of the First War for Omega, Moklan led a group of Aria's enforcers to confront a company of Eclipse led by Shana Thorn, that had closed off Afterlife, only to be fired upon and for a firefight to ensue, forcing Moklan to retreat back into the club, doing so just as a Blue Suns strike force joined the fray. When Moklan later returned with reinforcements, he found unknown creatures pouring out of a ship on the docks that was slaughtering the mercenaries and overrunning the district, and he subsequently fell back, sealing the club and warning Aria: he then sent with the rest of Aria's forces as they made their way to a secret reinforced bunker in order to bring it online as a fallback option after Afterlife had to be abandoned, with Aria teaming up with Cerberus and later departing for Avernus Station to stop the adjutant invasion at its source, leaving Anto in command of her forces on Omega. After Cerberus betrays and imprisons Aria, Moklan joins the rest of Aria's forces in attempting to resist the Cerberus occupation, doing so until Aria's escape from Cerberus custody and return to Omega, where she resumes command. After sustaining minor injuries during the Operation Aria's Wrath and the Siege of the Tuhi District, Moklan leads a team during a raid Aria leads on Afterlife, hoping to eliminate General Oleg Petrovsky. Moklan is left to hold a delaying action with his men outside Afterlife while Aria confronts Petrovsky, but he is subsequently killed with the rest of his men by a counterattacking Shadowforce unit led by Colonel Raymond Ashe.
