The Galactic Partitioning Treaty (also known as the Terminus Treaty, Treaty between the Citadel Council and the Terminus Systems and as the Treaty of Etamis) was an interstellar agreement to the partitioning, segregation and allocation of galactic territories signed by the Citadel Council. Known for establishing the galactic community as it is known today, the Terminus treaty was brought about when, after the Krogan Rebellions, several colonies of the Asari Republics, Turian Hierarchy and the Hanar Primacy declared independence from the Council, claiming it was in protest to the genophage deployment; in actuality, they used this as a precedent to secede, as they had been wanting to do so for many centuries. Just recovering from their brutal war with the krogan, the Council did not want to risk sending forces to pacify these colonies, and averted war by agreeing to recognize their independence. After being signed, this officially established the Terminus Systems, as well as the Attican Traverse (which, at the time, was originally a part of Council space, as the region was a territory of the former Tuchankan Empire).

The treaty was effectively rendered null and void following the Reaper War, with the establishment of the Titan Covenant, Second Republic of Illium and Omega Republic rendering the Terminus Systems non-existent as a regional entity. After the Post-Apocalyptic War, it was officially dissolved.
