The Feudal Union Assembly (FUA), sometimes known as the Salarian Assembly or simply the Assembly, was the hierarchical government of the Salarian Union that represented all salarians on the galactic stage. Formed in 600 BCE with the ratification of the Charter for the Unity of All Nations Under Pranas, the Feudal Union Assembly was the primary leadership and government of the entire Salarian Union, being segmented into seven levels of authority each representing the different administrative districts that composed the Union, which expanded and contracted as the salarian state gained territory or lost it: as such, the government had varying levels of size, although its size by the time of the Reaper War was estimated to be hundreds of thousands of netrasi, thousands of celmar, hundreds of zemuts and reprats, dozens of turbans and necres, and finally, at the very top, the twelve Dalatrasses that form the Dalatracy, the executive division of government where eleven dalatrasses are in charge of a specific department of state, whilst the twelfth is the head of state. Each of the twelve dalatrasses were in charge of a specific duty of government, with the twelfth Dalatrass being the head of state, and ultimately considered a "monarch" of the Union, although the term is often laughed at by salarians who consider the term being too absolute to accurately surmize the role of the twelfth Dalatrass. The other eleven Dalatrasses each held a separate duty of government that they were charged with overseeing, which were: education, defense, finance, science and technology, health, justice, transport and infrastructure, environment and agriculture, interior and security, foreign affairs and telecommunications and media. Each dalatrass would coordinate with the various necres of Union-governed clusters to the full effectiveness of their departments, and each necres would do the same with their subordinate turbans, and so on: this system of inter-coordination and micro-management would be far too complex for any other form of government to operate within, requiring far more departmental compartmentalization, but for salarians, the system was simple and efficient. Being a matrilineal feudal aristocracy, most of the government was a female-dominated feudal authority, with administration of the Union passed down to various liege lords who ruled a cluster, system, planet, etc. with large scale autonomy and right to govern as they saw fit, so long as they maintained allegiance to Sur'Kesh, the Union government and the salarian people as a whole, and as such, the Feudal Union Assembly was very "hands off" with its national policy, preferring to allow the individual lords to rule themselves whilst only stepping in to settle issues that effected the Union or served as a threat to its continued existence.
During its existence, the Feudal Union Assembly was seated in the capital city of Talat on Sur'Kesh in a large underground complex known simply as The Complex. When the Salarian Union was originally founded in 600 BCE, it was initiated seated in Haemnore at the Palace of Haemnore, where the original capital of the Salarian Union and Sur'Kesh was intended to be until it was switched to Talat in 598 BCE. The Complex itself began construction in 662 BCE by order of the Necres of Talat to house Talat's government in the event the kingdom suffered nuclear or biological attack, allowing it to continue governing in safety hundreds of meters underground: construction was halted in 657 BCE after years of slow progress when the likelihood of such an attack became less and less likely, and The Complex would remain largely abandoned until Talat's next Necres ordered construction resumed in 645 BCE in the hopes of converting it into a small city: this plan too was halted by 644 BCE, as Talat's economy suffered after the Talat-Orstann Trade War and funds had to be allocated elsewhere. Finally, in 638 BCE, the Age of the Shattered Barons was officially declared over, bringing relative peace to Sur'Kesh: even still however, Talat didn't resume the project, not knowing what to do with it, and what was built quickly fell into disrepair. Finally, with the formation of the Salarian Union in 600 BCE, the idea of finishing The Complex to use as the seat of government for the Feudal Union Assembly was proposed and accepted. Once The Complex was finally completed in 598 BCE, the transition of government to this new building was completed, and Talat officially made the new capital of Sur'Kesh. Unlike most governments however, the Feudal Union Assembly very rarely gathered in person at The Complex, with the only instances being during wartime or when large-scale, sweeping legislation had to be discussed and consensus agreed upon: otherwise, executive and legislative decisions were made in private and announced via telecommunications. Despite this, The Complex's excellent construction and location deep underground made it a perfect safe haven for the government in the event Sur'Kesh itself came under attack, although this function would never end up being utilized by the Feudal Union Assembly. The Complex would see far more frequent use during the Rachni Wars, Krogan Rebellions, Reaper War and Post-Apocalyptic War, with the Feudal Union Assembly in almost constant session until the Union's surrender in 2211 CE. Following the dissolution of the Salarian Union in 2215 CE, the Feudal Union Assembly was dissolved and replaced by a salarian puppet government.
