The Council Demilitarization Enforcement Mission (CDEM), also known as the Tuchankan Demilitarization Force, was a Citadel Council multi-species collective security force that was activated in accordance with the Treaty of Taetrus, the written agreement that formalized the end to the Krogan Rebellions in 764 CE. With the complete military defeat of the Tuchankan Empire achieved, but at a terrible cost, the Citadel Council wanted to ensure another krogan empire could never rise again, and as per the Treaty of Taetrus's clause regarding the full demilitarization of the krogan, a dedicated collective security force would be established to enforce the demilitarization of the krogan home cluster pursuant to the full extent of the treaty, with all the powers, provisions and authority to crush any krogan attempts at expansion or attempts to re-establish their old empire. The force consisted of a small fleet accompanied by many smaller surface strike units for quick insertion onto Tuchanka if the situation called for it: both forces were comprised of military units and ships from each of the victorious Council powers, which included the then-newly arrived Turian Hierarchy, who contributed the majority of the CDEM's equipment, troops and ships, while the Asari Republics built the CDEM's dedicated headquarters, Pildea Station, over Dor in the Dranek system. From this space station, the CDEM would have a base from which to refuel, resupply and rotate out fresh troops and equipment, while also giving them an advanced monitoring station from which to perform long-range observation and reconnaissance upon Tuchanka and the rest of the Krogan DMZ.
If the krogan attempted to rebel or had a resurgence of imperial power, the CDEM came armed with the weapons and materials to ruthlessly put down any rebellion or attempts to violate the treaty, which included, but was not limited to, the use and deployment of nuclear and antimatter-tipped missiles and orbital kinetic weapon platforms. As the centuries passed, the CDEM gradually became more and more complacent in their role, especially when it seemed the Krogan Civil Wars would continue for the distant future, with the CDEM prohibited from intervening in the conflict in order to avoid providing the krogan with a common force with which to unite against. The CDEM also, on occasion, assisted the STG with covert deployments onto the planet's surface to observe the effects of the genophage, and to apply whatever changes were necessary to ensure the krogan did not evolve a natural resistance to the phage. On March 2186 CE, Urdnot Wrex successfully completed his unification of the remaining krogan clans, bringing an end to the Krogan Civil Wars: while this posed an obvious threat to the treaty, the CDEM at this point had become hand-tied by the Council, who refused to act against the krogan due to the genophage still being in play and thus neutering whatever threat they may have posed, and as a result the CDEM was ordered to remain strictly observational until the krogan proved adequately aggressive. When the Reaper War broke out a few months later, the CDEM were the only Council forces ordered to remain on station, fearing the krogan would take advantage of the political chaos to attempt a resurgence. Following the Battle of the Shroud and the successful curing of the genophage, the United Krogan Clans formally joined the UGC, with Wrex declaring his intentions to remilitarize the krogan home cluster and that all Council forces that didn't intend to help them were to withdraw. Due to mounting diplomatic pressure from UGC military brass, the Council conceded and the CDEM was deactivated, with all its forces beginning to pull out. Within a couple of days, Pildea Station was abandoned, stripped of all resources of value and the last remaining CDEM troops withdrew, with krogan engineering teams arriving shortly after to seize control of the station. The CDEM forces returned to their respective armed forces, and with official krogan independence after the war, the CDEM was never reactivated.
