The Cipher omni-tool, also simply known as the Cipher, was an omni-tool model manufactured by Elkoss Combine. Manufactured and entering service in 1980 CE, the Cipher was a mid-range military-grade omni-tool meant for use by mercenaries, PMCs, security firms, interstellar militaries and paramilitaries. Serving as a market competitor to the salarian-made Chaos and asari-made Savant, the Cipher was of lower quality than both overall, but more commercially available and instead sold beyond just the military, allowing its access to mercenaries and security firms: as such, the Cipher was used heavily within the Terminus Systems, more so than in Council space. Providing decent tech cooldown and shield bonuses, but lacking medical recharge (and totally incompatible with the later innovation of medi-gel in the mid 22nd Century CE), the Cipher had its drawbacks, but ultimately proved to be more publicly available than the Savant and Chaos, and therefore was more profitable overall. Support for the omni-tool would continue until 2214 CE, with manufacture of the omni-tool discontinuing in the same year as Irune falling to the Galactic Dominion and the dissolution of Elkoss Combine.
