Casbin is the second planet of the Hong system in the Armstrong cluster. Due to its potential as a future prospect for colonization, the Council had labelled the planet as a Sanctuary world, and all activity in orbit or on the planet was strictly prohibited. By 2206 CE, the planet was actively used by the Republic of Rannoch as a penal colony, its infamously hellish conditions making the planet known as the "Bed of the Wicked": this made it the most feared place of imprisonment in the galaxy. By 2268 CE, the last of these prisons was shut down, and the planet has thus been abandoned once again.
