- "I got nothing done in the police department. Day after day, I was forced to write up bullshit reports about how much crime I curbed that day when in reality I never left my office. I felt like a chained dog. Here, I feel like I'm making a difference. That's what you've given me, Garrus...a second chance to make a difference."
- — Caity Monteague to Garrus Vakarian as to her reasons for joining his squad.
Lieutenant Caity Monteague (Maiden name: Caity Matthews) was a former police officer in the Victoria Police, and later the Lowell City Police Department on Mars, and a member of Archangel's Omega Squad. Born on Earth as an Australian, Caity was raised with a strong sense of justice and a hatred of bullies, taking up martial arts classes when she was younger in order to protect herself and, later, obtaining a weapons license and firearms training. When she was 21, she went through the Victoria Police Academy and passed with flying colors, joining the Victoria Police and assigned to a police station in Melbourne shortly after. During her time on the force she met a doctor named Alfred Monteague, who she married when she was 25. In 2164 CE, growing tired of the corruption within the police force and being resigned to what had become a desk job, she moved with her husband to Lowell City on Mars where she joined the LCPD, believing things were done differently in interplanetary law enforcement, only to quickly learn that nothing changed, with Caity quickly forced to take bribes so she wouldn't be killed by the other officers on the force. Disgusted with herself, Caity decided one night she wanted to quit the force altogether and tried to convince her husband to come with her to Omega to start a new life. Her husband refused and, when the the crooked cops of the LCPD suspected Caity was getting ready to rat them out, they sent two officers to kill Caity in her home disguised as robbers, only to kill her husband instead. Filled with grief, Caity took heavily to drinking, which ultimately got her suspended with pay from the force. Taking justice into her own hands, Caity hunted down each of the crooked cops whilst on the job and killed them, going one by one all in the same day until they were all dead. A warrant was put out for her arrest when Caity openly admitted to the murders, but by then she had already booked transport offworld, and was well on her way to Omega under an alias and false identity. Having lost her husband, her job and now a fugitive on the run, Caity was left lost, and upon arrival to Omega she tried and failed to find a new job as a security guard or mercenary, lasting no more than a week or two at these new jobs until she was fired for being "too combative" and butting heads with her superiors.
Caity's fortunes changed in September 2183 CE when she overheard a conversation between Garrus Vakarian and Lantar Sidonis in Afterlife, hearing about Garrus' plans to form a team to begin fighting back against Omega's gangs. Tailing them out of the bar and down a side street for an hour, she watched as Garrus hunted down and beat a loan shark half to death. Filled with renewed purpose, she waited outside for Garrus and Sidonis and then confronted them, asking to join their team, introducing herself. From there Caity became the first recruit of Archangel's Omega Squad, with Caity and Garrus hitting off fairly quickly as the two shared a history of being ex-cops who were tired of corruption and the law keeping them from doing their jobs. As more people began to join the team, Caity quickly became the team's foremost close-quarters combat specialist, her weapon of choice being a shotgun and training those not as well versed in firearms, as well as sharing her martial arts skills. Caity would ultimately train Makk'Veshli, Sensat Aben and Butler in how to use a weapon and basic hand-to-hand. Caity would ultimately befriend Kay Vortash, the two of them becoming close friends, she viewed Makk'Veshli as a little brother, and treated most of the rest of the team will respect, looking up to Garrus as her role model and leader, and awed by Melenis Gaition's apparent special forces background. Caity's expertise helped greatly in planning out the squad's myriad of operations, ranging from utilizing crowd control methods to funnel mercenary bands into pre-prepared killzones and chokepoints and utilizing a radio to listen into mercenary transmissions and decipher their encoded transmissions and callsigns by referencing it against those used by law enforcement. Caity was arguably the most dedicated member of the team outside of Garrus, viewing the mercenaries with disgust, and Omega's lawlessness as a hole that needed to be filled. She was ultimately one of the most important members of the team, her training regimen helping less experienced members contribute in combat while her CQB skills made her a dangerous close-quarters combatant. She was also the only woman on the team.
In July 2185 CE, Caity Monteague was in the team's headquarters of the Suri-Kara Hotel with the rest of the team (except for Garrus and Sidonis, the former of which was investigating a lead and the latter doing a supply run) talking with Sensat Aben when the Blue Suns and Blood Pack launched a surprise raid on their base, having captured and tortured Sidonis into giving up his team and leading Garrus away on a false lead as bait. Monteague was in the main lounge when the attack opened with a series of rocket attacks and grenades tossed through windows, although she was inadvertently saved from a grenade blast by Sensat unlucky enough to be positioned infront of one, his body's positioning saving Monteague from the blast but eviscerating his own, leaving his scorched and mutilated body on the floor. Lacking armor but armed with a pistol at all times, Caity whipped out her weapon and began a fighting retreat, peppering a breaching Blue Suns squad with pistol fire while she rolled over a couch to use for cover. Monteague would continue to lay down suppression fire for her teammates (an effort that was fruitless as many were dying), Caity was eventually outflanked by a pair of Blue Suns mercs. She managed to turn and kill one of the mercs, but the other was able to open fire and, lacking armor and shields, she took three hits to her stomach before she killed the second merc. Dragging herself over to a wall, she cradled her bleeding stomach while she killed a group of vorcha looking to finish her off. When Makk'Veshli came by and tried to help her, she gave him her pistol and told him to run, knowing the fight was lost and wanting the quarian to save himself. Makk hesitated and left, and soon after more vorcha came, looking to finish off Caity. She grabbed a grenade on one's belt and primed it before kicking him away, causing him to explode, killing the vorcha but showering her body with metal fragments, one of which knicked her jugular vein, causing blood to fountain from her neck. Whilst she cradled her neck, trying in vein to stem the bleeding, the other vorcha, enraged by his comrade's demise, bent down and bit down into her cheek, tearing off a chunk of Caity's face that he then spat out. Half her face missing, Caity passed out from the pain as the vorcha began a vicious assault on her face with his claws, doing so for minutes on end until nothing remained of Caity's face but strips of flesh and the white outline of a skull poking out from underneath. Upon returning to the hideout to find his dead squad, Garrus gathered Monteague's body along with the rest into body bags, lining them up in their living quarters to keep them outside the carnage of the Kima Siege. Garrus was unable to recover Monteague's body after he was extracted by the Normandy Squad, but later scratched Monteague's name, along with the names of the rest of his squad, into his eyepiece in an effort to remember them.
